eBay announced it has acquired BillSAFE, an invoice service provider in Germany. eBay held a minority stake in the company since October 2010, but now owns 100 percent of the shares.

BillSAFE allows German consumers to order the items they want and then receive an invoice for payment once the item has been received. The service, along with PayPal, extends more options to consumers and merchants conducting online transactions.

"Purchase on invoice is an ideal addition to the payment options available with PayPal, and makes it the most comprehensive service for consumers and merchants alike," says Alexander Ey, managing director of BillSAFE. "Security-conscious shoppers can receive and inspect the merchandise they bought online before paying for their purchases."

The service also benefits merchants, who have more opportunity to sell to consumers who may be skeptical about buying online, he adds.
