Great question!  In a perfect world, some important things should be equal but are not, especially when the experts employed by manufacturers are sizing their garments or clothing to generic bodies.  In their defense, it is not a perfect world, standards employed differ, and we are not all equal in size.   We can walk into a store, have a full display of jackets tagged the same, yet find variations in fit.  Many variables exist from person to person,  item to item,  and manufacturer to manufacturer which effect the sizing of clothes.
