Be green - Buy vintage

Kingston council just told me that the reason they don't have a plastics recycling bin in the locale is because it would get full too quickly.
Shouldn't they just empty it more often and be happy that people are using the service?
Why would they prefer a door-to-door collection rather than one lorry to one destination?
Stranger still, they only accept drinks and milk bottles (not their lids or labels), but no other plastics, even those with recycling symbols on them.
